The Global Tamil Conference is not a top-down declaration. It is a democratic process of consensus-building, informed by international expertise, grounded in our lived experience, and accountable to the Tamil people.
Over the course of the conference, we move from consultation to consensus to declaration—building a framework that can withstand scrutiny, command international support, and secure permanent protection.
Building a secure future requires uniting every pillar of our community—Tamil political leaders, civil society, the global diaspora, and international experts. Together, they will build consensus through a structured daily methodology of expert-led plenaries, focused working groups, and evening drafting sessions. This collaborative dialogue will progress through distinct stages: examining the historical and legal context of the Tamil struggle, analysing comparative international practices, and ultimately constructing a permanent security framework backed by robust international enforcement mechanisms.
Before any declaration is made, the drafted framework will face rigorous scrutiny. All delegates will have the opportunity to comprehensively examine the draft, propose necessary amendments, and raise concerns. Facilitated consensus sessions will then address these to build a unified vision. Crucially, every single proposal will be tested against cardinal principals to ensure strict adherence to the recognition of Tamils as a nation, the Tamil homeland and the right to self-determination.
In Westminster —an iconic setting for historic agreements—the Tamil nation will speak as one. The resulting Framework will be formally presented to the delegates, international observers, and the global media. During this presentation, we will issue a clear call to the international community, demanding recognition of the framework, support for negotiations, and a firm commitment to guarantee any resulting agreements. To ensure continuous momentum, the Tamil Security Working Group (TSWG) will be established as a permanent body dedicated to advocating for the framework’s implementation and actively monitoring Sri Lankan compliance.
In the period immediately following the conference, the real work begins. The newly formed TSWG will initiate formal diplomatic engagement and alliance-building with the United Nations, key nation-states, and prominent human rights organisations. Simultaneously, we will launch a coordinated global advocacy and public mobilisation campaign across the diaspora to build sustained pressure for the framework’s adoption. Should the Sri Lankan state refuse to engage in good-faith negotiations, we are prepared to deploy a robust intervention strategy, escalating pressure through coordinated diplomatic, legal, and mobilisation channels
We are deeply committed to maintaining full transparency throughout this historic process. For our people, all plenary sessions will be recorded, detailed session summaries will be published in both Tamil and English, and framework drafts will be openly shared to invite community feedback. For the international community, we will provide media access to key sessions and invite accredited observers to independently document our consensus-building efforts. Ultimately, this conference will be thoroughly documented for future generations, showing the world exactly how we stood as a nation claiming our rights through democratic deliberation and unified action.
